Radeon R9 380x low frames

I have had issues with low fps on PC since I built it 3 months ago and have not found a solution. With my build I feel like I have I should be getting much higher frames than I am. In WoW I only get about 40 fps on medium, HoTS about 20, most shooters 20. I have searched and tried just about every solution from this forum with no results so far. Drivers are updated, v-sync is off, temp seems fine. My main question right now is if this is normal for my build? 

Here is my current build

AMD A10 7850K Quad Core 3.7 GHz FM2+ 95W
XFX Radeon R9 380x 4GB 256 bit
ASUS ROG Crossblade Ranger FM2+ AMD A88X
Corsair Vengeance 2x8GB 240 pin DDR3 1600
ROSEWILL Nighthawk 117 ATX Full Tower
XFX XTR Series 650W power supply
Acer K242HQKbmjdp black Widescreen Monitor LED 4K

Windows 10 64bit
