This is the latest cumulative security update for IE11. Should I install it? Does it have any relation with forcing the OS to upgrade to Windows 10?

I'm a little confused. Thanks.

Here are the informations for this KB.

https://support.microsoft.com/en-us/kb/3148198

You can see that under the "non-security" updates included, none of them have anything to do with Windows 10. So you can install it.
