I'm working on a friends window 7 machine which has been failing to update for apparently a significant amount of time.
Details of the failed updates are shown below:-

Internet Explorer 11 for Windows 7 for x64-based Systems

Addtionally, Automatic Updates service is missing from the Services snap-in and the system readiness tool fails to install ("not correct for your system" or similar).
I have reset windows updates and cleaned up and reinstalled .net
regsvr32 wuaueng.dll returns a call to DllRegisterServer failure with 0x80070005 error and the SubInAcl tool from windows has no effect
