So im currently using a Windows 7 computer. I have just used microsoft fixit to completely remove paint.net after stupidly corrupting the files. Microsoft FixIt completely removed paint.net then I reinstalled it. I tried to run it and got a constant message of the crash.

Maybe you can try uninstalling and removing all traces of Paint.NET with Revo Uninstaller and reinstalling?  The free version of Revo is intended for 32-bit systems.  If you have a 64-bit system, there is a 30-day trial for the Professional version.  Make sure you make a backup first in case anything goes wrong.
