Can someone recommend a good video card for $40 to $50 which I good add to my new built desktop. I will say I am not a gamer or video editor. My mobo is a Asus Z170M-PLUS Micro ATX LGA1151.

You're not going to make any improvement over the integrated Intel graphics for that kind of money. The integrated graphics are in any case perfectly adequate if you're "not a gamer or video editor".

Expensive for basic use, even Radeon HD 5450 is enough and cost only half of GT730.

About only thing that is worth investing at that price range is good support for video decoding. Also, on low end graphics differences between manufacturers are small.

 

So basically any GT710 (Nvidia) or any R5 230 (AMD) is OK choice as long as connectivity support for displays is good enough.
