strange behavior of Nmap

I do port scanning with Nmap when HotSpot Shield VPN is running ; and receive strange result . When HoSpot Shield is running , Nmap tell me that all of ports are open and when HotSpot is not running , Nmap gives correct result .

I examine this on many servers on many countries ... Some of these servers are important and some of them are not so important .

But for all of these servers (important and not important ) , that problem occurs ..

Why ???
