Alright. For the past two months or so my PC will not shutdown normally. It doesn't bother me much because I mostly hibernate it every night, and when I need to shut it down I use the command line, which works.

When I click shutdown in the start menu, sometimes it will shutdown, but sometimes it will just hang at the "Shutting Down..." blue screen, and won't do anything. My fans keep spinning, my USB drives and USB-powered stuff keep their lights on and so on. It will stay there until the computer goes to sleep. The only way out of it is the reset button on my motherboard.

That doesn't happen when I use the shutdown command (shutdown /s /t 1). What's happening and how do I fix it?

Thanks in advance.
