I got a used iPhone 5 and it says its disabled connect to iTunes.I tried to do a factory reset but it cant because of the pass code. I get an error message when I connect to iTunes that says it cant connect because there is a pass code.

Is there a way to fix this?

If it still is locked, then it's probably because of icloud lock.

Not easily. I would just complain to the seller about that, get them to undo the lock remotely if they can.

I would suggest having your friend get in contact with the person you have bought it from then. If this isn't possible, I would recommend searching around. Have you tried @technonymous's suggestion?

Shut down your device and power on after powering on hold down the power button and home button simultaneously after connecting your iphone with itunes .

Before restoring your iPhone confirm there is no Find my iPhone option on on your iPhone,

It will only work if you plug into a trusted PC. If your was stolen would the robber plug it into itunes and find the passcode.
