Horrible lag spikes when playing games & general server lag

For about a week now, my connection to the internet is worse than normal, and I get horrible lag spikes lasting about a second every few seconds when playing multiplayer games. For some reason, it only happens very specifically on my Windows 8.1, no other device in my household has done this. I've tried several times restarting my router and my PC, but the lag continues. Could someone help with this? (PS: this is absolutely a server/internet-related thing, my PC itself works fine)
