Having a problem with display on one monitor

Hello guys and gals,

I am having an issue with one of my monitor displays whenever I start up. It gives me a noisy display for like 15 secs then it returns to normal, while the other monitor is totally fine. I not sure if the problem is the monitor or graphics card. The monitor in question uses a HDMI cable while the other doesn't as well. Any help would be great. Thank you! (example of noisy display below)

What are you expecting this monitor to display for this 15 second period?

I am expecting the same thing on the other monitor which is the start menu.
