displaying webpage non stop on a computer without auto boot and shutdown everyda

hi All,
I need to display a certain website on a touchscreen monitor for extended period of time (8 hrs minimum or even few days at a stretch). Right now I have written a utility in vbscript which launches that application on machine startup and continues to run without locking the screen. Its like displaying live data on a giant screen. I have then attached that laptop to a touchscreen monitor where I can navigate through the site and play around. I have below issues where I need help to resolve:
1. My current script doesn't let me start or shutdown the laptop. I have to manually do that. Is there any way we can start the laptop externally at a given time (say every morning 8 AM) and shut down automatically at say 5 PM? I know we can shut it down from another computer but how to start it in the morning (how to start a dead machine)?
2. Current script uses scroll on/off every few mins to keep the laptop alive without having to touch the mouse or do anything else. However this is not very reliable since it worked for 1 full day and next time it failed after some 4 hrs. how to make sure that it will work constantly for atleast 2-3 days if not more?
I am putting the simple vbscript below. Please suggest improvements !
