Toshiba Laptop cycling startup page-

My new laptop, windows 10, will not fully startup.  when I turn it on, it goes between the toshiba logo and blank black screen with solid cursor top left.  I managed to get into the toshiba setup utility, in hopes to get into safe mode with internet, but I don't see an option for that. HELP!!

 

The options listed for this setup utility are

from the left:

main:  

gives basic info about computer

 

security:

BIOS password options

HDD/SSD options

Secure boot enable/disable

tpm enable/disable

 

power management:

Wake up on LAN en/dis

wak on keyboard en/dis

critical battery wake up en/dis

panel open power on en/dis

power on by AC en/dis

dynamic cpu frequency mode

SATA interface setting

 

advanced:

Virtualization Technology

Beep sound

USB power in sleep mode

change boot order

system config

 

exit

 

Bottom right is:

 

Help f1

setup defaults f9

save and exit f10

close esc

It sounds like you're in the BIOS settings.

 

Try to boot unto Recovery -

I recommend that you take the system back and demand a new one.

p.s. Safemode via F8 key is no more - last OS with F8-key safemode was Windows 7.

This is the only other screen I can get into?  I would love to get into safe mode!

I'm afraid to exit out of this screen, in case i can't get it back.

You can't stay in that screen forever!

 

Try Recovery.
