This cool little app blocked all the telemetry that is sent back to MS. I installed it. Seemed to lock up the snooping once and for all.
Give it a try and let me know.

Although a thread about Spybot Anti-Beacon already exists, attention should be drawn to the fact that its functionality has been extended to Windows 7, 8 and 8.1 as well.  From Spybot Anti-Beacon home page...

Spybot Anti-Beacon is a standalone tool which was designed to block and stop the various tracking (telemetry) issues present in Windows 10. It has since been modified to block similar tracking functionality in Windows 7, Windows 8 and Windows 8.1 operating systems.
