PC Frozen at BIOS Screen

I am running Windows 8.1 Pro. I have an ASRock 77 Extreme4 motherboard. I am stuck in my BIOS screen after hitting F2.




I ran into latency issues a couple of weeks back, popping and cracking audio and slow mouse movement. LatencyMon suggested I look to see if my BIOS has any updates. ASRock has a P2.90M beta BIOS so I went to update. I formatted a MicroCenter 64GB 2.0 USB stick to FAT32. Then I downloaded the BIOS directly to the USB stick, restarted and entered into BIOS via F2. I went to advanced tab, selected the BIOS , hit configure and screen started to jumble. I hit, exit tab, discard changes and exit. Screen continued to jumble and the froze. No mouse control. No KB response. Frozen for 30-45 minutes at time of writing and no change.
