At the login screen of my Windows 8.1 Laptop, I always get this error and cannot sign in unless I am in safe mode.

Actually, I restarted my PC about 5 times, and eventually got in on normal mode (not safe mode, recovery, whatever but normal mode.) Does this change anything? I assume it does since I will have more freedom in this mode.

Okay guys, I figured out the issue. I just needed to restore my Laptop to factory default and restore from backup. I did and found out the issue. It was in my Program Files folder. So I didn't restore that, and it worked. Thanks guys! (This happened a few days after I posted the last comment, just forgot to post results.)

 

Also, sorry for posting this multiple times, it just kept popping up, then leaving. But Now it's fixed.
