Endless Update Search and Endless Restart loop

The person who posted fix instructions has been banned. Since his instructions didn't work, I'm guessing I should do a new original topic. Here it is:
 
 
 
Endless restart notification began several weeks ago. 
Last installed updates on 3/22/16: KB3102429, KB3035583, KB2952664, which remain.
That day, I individually uninstalled all updates from beginning of 2016; endless update checks ensued.
 
About 9months ago installed Windows10, then shortly afterward resorted to Windows7. Windows10 always downloaded along with subsequent updates but I was able to prevent its installation.
 
 
Original hard drive was damaged and replaced following drop to floor. Tech/advisor no longer available to me.

First let's try to find what is going on...

 

Download MiniToolBox and save the file to the Desktop.
Close the browser and run the tool, check the following options:

  • Report IE Proxy Settings
  • Report FF Proxy Settings
  • List last 10 Event Viewer Errors
  • List Installed Programs
  • List Users, Partitions and Memory size
  • List Restore Points

Click on Go.

Post the resulting log in your next reply.

The Windows 10 offer can interfere with the install of Windows Updates and also start downloading in the background using bandwidth and hard disk space...
 
 
Lets stop the Windows 10 Offer
 
Please download GWX Control Panel and run the tool

You can use the options:

  • Disable 'Get Windows 10' App (remove icon)
  • Delete Windows 10 Download Folders...
  • Prevent Automatic Windows 10 Upgrades

After this restart the PC.

The update restart message remained after restart; I clicked restart and now we have endless checking for updates.

Please try this:
- press Windows7_key_R2.pngand type services.msc
- locate Windows Update on the list of services, right click on it and click Stop
- download and instal the latest update to the Windows Update Client by visiting this page. Install the version that matches your windows version.
- after the update the system will ask for a restart, do it
- open the Control Panel -> Windows Update and search for updates, let it run for some time until it lists the updates that you need to install

Followed the instructions several times, the first time update to Windows Update Client ran more than an hour before I gave up and shut down the computer. In subsequent attempts, a message appears stating a version of KB3138612 is already installed. There was no instruction to restart from that page.

 

From Control Panel > Windows Update, we get endless restart.

Ok, next

 

Check Windows System files integrity

  • open the Command Prompt as Administrator (Tutorial)
  • type the following command and press Enter:
    sfc /scannow
    
    Note: This may take some time to finish.

    let me know if it doesn't say "No integrity violations found"

About this. How did you install Windows 7 into the new HDD?

This was done by the head technician for a local county (who is no longer available to me) in December 2014. If I recall correctly,  after it was returned to me, there was a lengthy download of updates and several series of digits which I had to enter into boxes. I think I had to get those numbers via telephone from Microsoft.

So it was a fresh install, you had to install all the programs again?
