I can't get my Credential manager to start

I could not sign in to my calendar or emails after installing Windows 10. (error code 0x80070425)

I was told to got to my credential manager and set it to manual and then start it.

Problem is that it gives me an error message and won't allow me to start the manager.

 

How do I start the Credential Manager?

What error message do you get when you try to open Credential Manager?
