I have VOB  Video files on my computer which I need to burn to disc so that they can be played on any computer or video player

Could someone recommend a free and reliable software program for burning

I would recommend DVDStyler.  Make sure you choose the portable version to avoid any bundled crapware.

Id use Imageburn , others are ok as quoted.

With .vob files , originally Dvd formatt you can just rename the extension to .avi , then most Pcs and Players will be able to play them , if they have any issues.

If you have all the Vob files as a set for a specific Dvd plus the .IFO and .BUP then just burn them all to the disc.
