Partial Screen Flickering

I have Windows 10 with an AMD Radeon R9 200 series graphics card and have a slightly older Mitsubishi TV as my monitor hooked up through an HDMI cable. I have had this setup for over a year without any major issues until now.

 

I only remember noticing as of yesterday, Friday, March 25th, that the bottom third of my screen seems to flicker as if the image were stuttering. It is most noticeable in games, as it looks like it is loading the image of this bottom section with every other frame being current while the other frames are lagging behind by a second or so. The affected area of the flickering section shrinks to the bottom of the screen and then repeats every 3-4 seconds. The flickering is currently happening in all programs, including just on the Windows desktop. All drivers are up to date.

 

The only thing I can think of that I have done recently on my computer is that I have downloaded a new game called Black Desert last weekend. I first started noticing the problem while playing this game, but it didn't have this issue when I first played it on this computer, and as I said above, the flickering is happening in all programs. it may have started after trying to alt+tab out of the Black Desert game to a browser, but I'm really not sure when it truly started. Any suggestions?

I'd suspect that there's a problem with the TV (but I'm not a hardware expert)

The "test" here is to try another monitor/TV - and maybe another HDMI cable (in case the cable is at fault)

 

But, you'd likely be better off posting over in the External Hardware Forums - that's where the experts hang out.
