There are numerous causes that can lead to the effects you posted about your cd\dvd operations.

To begin troubleshooting the software side, download, install, run MiniToolBox and Piriforms's Speccy.  Do not post their logs until a BC tech gives you the instructions of what to post and how to post.

To begin troubleshooting the hardware side, you did very well cleaning CDs & DVDs!  Now, did you use any one of several known-good cleaning tool on the internal cd\dvd reader/writer?  If not, dc3 here is one of the best hardware guys, he can recommend the best cleaner and method around!  I've been using a store-bought disk w/mini brush, however, he might have a much better idea for you.

It is remotely possible that Speccy may reveal a security and/or monitoring software-combine that is a little too assertively set, or, redundant -- your Speccy log[s] will tell if that is a cause.  Sometimes having too many programs running in the background and running in the foreground can become a cause.

I just remembered that almost all cd\dvd readers/writers cache ahead before playing.  If RAM availability is for some reason very limited, then the player must recache and recache much more often than normal.
