Paid 3.0 Bitcoins for the Locky Decoder but it failed

I got hit by the ransomware Locky encrypted all my files, thousands of them and valuable.  I decided to finally pay the ransom but they send me this link that attempts to download a file called LockyDecoder_066CD998835D0861.exe


The website was reached by using Tor browser:  twbers4hmi6dx65f.onion


I am really upset because the .exe file (binary file 117KB) did not download


I just lost over $1,000.00


Anyone else experience this, or have any suggestion how to get this exe file downloaded
