need help with a glitch on my pc

My pc has recently started doing this. I dont know what to call it. It's a lot like a cd skipping. When im playing a game or watching a video on youtube it skips a frame and the sound cuts out as well while it skips. But it only happens after ive been using the computer for a while and also only when i move the mouse. I could be running or driving a car or whatever and no problems as long as im not moving the mouse. the same with youtube. Could this be a overheating issue? I have no idea what im doing and im very noobish. Any help would be appreciated. thanks

the computer has 2 XFX R7950 ghosts 

corsair gs800 power supply

corsair H100i cpu cooler

asus motherboard, not sure of model 

windows 7 obviously. I dont do anything shady on this computer. Its a strictly gaming computer. Literally nothing but steam, origin games and such.

One wild guess:  Are you using a game-device or the keyboard?  If game-device, does the cd and game stuttering also happens when you use the keyboard?  I'm wondering if keyboard and mouse are being "watched and filtered too assertively" by background security and/or monitoring utilities.

Im using the mouse and keyboard but i did try to download a driver to let me use my ps4 controller. it didnt work so i deleted it
