Connect Coolweb

I have this recurring problem with a "Connect Coolweb" dialer popping up on my system.

The program in question is not seen in the add/remove programs dialog box. And repeated scans of Norton and the Trend Micro online scanner haven't picked it up, nor have Spybot or Ad-Aware.

Interestingly enough, I notice that I lose all internet connectivity (I'm on a cable modem) when this program pops up. Thankfully, my modem isn't connected to a phone line.

At any rate, has anybody run into this problem before, and if so, how might I go about fixing it?

Any help is appreciated. I don't quite feel like reformatting just yet. Though I am beginning to move all of my important files to an external hard drive I have.

If your running Win XP/2000, download and scan with Ewido Anti-Spyware v4.0 in "SAFE MODE".
Print out the Ewido Install and Scan Instructions

Then perform these online Virus scans:

eTrust Antivirus Web Scanner. Be sure to read the eTrust Antivirus Scanner Help Guide before scanning.
BitDefender - [be sure you tick AutoClean under Scan Options]
