Do you have the ransom note? Do all the files have the same extension? CTB-Locker is known for adding a random 6-7 letter extension. If this is CTB-Locker, then I'm afraid there is no solution at this time.

You can check out the FAQ and see if some things match up with your system.

Any files that are encrypted with the newest variants of CTB-Locker (aka Critroni, Onion) will have a 6-7 length extension consisting of random characters such as these .uogltic, .rpyxhhm, .mtrsxox, .phszfud, etc. This extension is believed to be generated as a result of some type of algorithm involved at the time of the initial infection.

Did you perform a physical search for a ransom note? CTB-Locker will leave files (ransom notes) with names like DecryptAllFiles.txt and DecryptAllFiles_<user name>.txt that contains ransom instructions but the newer variants do not always leave a ransom note if the malware fails to change the background like it typically does.
