Windows10 1511 build 10586.104, Hostman 4.6.103.0

Puzzle: About a month ago Hostman ran fine and updated HOSTS with the mvps list just fine.
But currently it fails
- when I (limited user) login select Hostman and RunAs admin it blue-cirles and nothing happens,
- when I login as admin, and press the Hostman's "Run as Administrator" button,
I immediately get "A referral was returned from the server"

What does it mean?

Typical Microsoft incomprehensible error text didn't help of course, but I know what caused it.
It was a setting in registry I did last month per this fabulous suggestion to Set UAC to only allow elevation to signed programs as described here:
http://www.wilderssecurity.com/threads/win-10-compatible-hips-programs.378832/

Lesson learned - don't ever fail to keep notes of significant changes you make. I do and that's how I found the solution. Hostman worked fine. Now the elevation setting is back to "1" 'cause I like it this way.

I have been doing that for many years now using an Excel spreadsheet with notes of significant changes for all my computers. Just like in your case, the notes bailed me out many times so the time spent doing record keeping is well invested.

Me too.  "Always know your way back" it's called.
