Bootable USB OS X - on non Apple computer ?

Quite simply can a  Apple OS X installation disc be put on a USB flash drive by another operating system, say Linux or Windows and there be made bootable to be used to repair/reinstall a Mac ?

 

 

You see  the problem I have is the Mac internal CD drive is screwed and the mac won't boot from a periperal CD drive so I can't use the CD to reinstall or even repair where and when need be.

 

Macbook A 1181 if it helps any - yeah an old one.
