There might not be an actual "best" because they are all designed for different purposes. Please state what you plan on doing to help us recommend a good one for you.

A good free audio editor is Audacity. Find it and features at: http://www.audacityteam.org. Its got a bit of a learning curve but there are lots of tutorials on Youtube.

Windows Movie Maker should be the most general one. And Sony Vegas should be more professional but you need to pay for it.
