High receive speed low utilization

Well not incredibly high, just higher than the utilization amount.


I just reset my computer about a week ago because of some problems that were happening. When I started using it I got an average of 6 Mbps according to task manager, but my programs were using around 1 Mbps shared between all of them according to resource monitor.

I don't have any network throttle at all. 


Anyway to fix this? I know this isn't supposed to happen because before I reset my computer this didn't occur.
