Computer will not start

My desktop will not start at all.  When I hold down the power button for about 10 seconds, a small blue light starts blinking on the motherboard.  This has happened before but I was able to reset the power switch on the computer a few times and it would turn on.  After it would turn on it would give me the screen that I uploaded. But today nothing has worked and my computer will just not turn on.  Please help.

PSU, Motherboard, other parts?

Simplest thing to try...replace the CMOS battery, then enter the BIOS and adjust date/time and boot options...then save the changes.
