Windows 7 Update Failure error 80070002

I keep getting this failure when I try to run Windows Update on this machine.

 

I booted into Safe Mode and tried running sfc /scannow which results in:

 

   Windows Resource Protection could not perform the requested operation.

 

I then copied CBS.log which has this info on the latest run:

Why are you running sfc /scannow in Safe Mode?

 

Please download and run the Windows Update Troubleshooter.

I actually tried it both ways. A MS tech note suggested trying it in Safe Mode as well if it failed.

 

I will try the Troubleshooter as suggested and report the results. Thanks.

Well this is interesting. On the final UI, it shows these 2 issues were not fixed:

I rebooted and ran Windows Update. Back to error 80070002 again.

I ran the tool you recommended first which appears to be the same one that DC3 sent me to above. This time it had one error still:

 

Windows Update error 0x80070057(2016-02-26-T-09_10_34A)

 

I did the steps on the MS website of stopping the Update service, deleting files, and restarting service. Windows Update still fails with the same error. I will try the Standalone Windows Update Installer indicated on the website next.

Windows Repair (All in one)
 
Please download and install Windows Repair (All in one).
 
Notice:  This will take a long time to run, please allow for at least an hour for this to complete.  Stopping this can cause damage to the operating system. 
 
When you open the Windows Repair (All in one) you will see tabs labeled Steps 1. through 5.  Then Repairs and Settings.  2. through 4. are optional.
 
Step 1.  Do a Proper Power Reset.  This is impotant and not optional.

Step 2.  Clean Your System From Infections (Optional).  This option will run Malwarebytes Antimalware if you choose to.

Step 3.  Check File System (Optional), this will give you the option to see if you need to run chkdsk or the option to run chkdsk.

Step 4.  System File Check (sfc /scannow), (Optional).

Step 5.  Registry Backup & System Restore.  This is not optional.
Click on Backup for the Registry, then click on Create for the System Restore.

Repairs.  Click on Start

You will see an image similar to the one below, click on Start Repairs

When the Repair has finished you will be asked if you want to restart your computer, click on Yes.
 
After the computer is restarted you will need to reopen Windows Repair and go to Settings
 
Settings.  On this page you will see Log Location, in the same section you will find Open Log Folder.  Click on Open Log Folder, this will open the log files, double click on this, then click on _Windows_Repair_Log.  Copy the log and then paste it in your topic.

Thanks for pointing me to this tool. I installed it and tried to follow all of the directions including running it under Safe Mode twice. At the end of the day though it's right back to the same error with Windows Update. Here is the log from the second run:

I also spotted a Services_Set_Permissions_Error_Log.txt that was in the folder with all the other logs. Don't know if this is significant:

 

ERROR: Writing Security Info to <DPS> failed with: Access is denied.

I also ran the Pre Scan and this looked very interesting to me and perhaps explains why sfc doesn't work:

No, the same Windows Update failure. 

 

I don't know if this is also a clue but on the update failure if I click on "Get help with this error" that leads to a big red X icon dialog that says "Windows Help and Support Can't Start". That too has been broken all along,

 

Is there some way to get the package files that are missing for SFC?

Did you try to run the sfc /scannow in normal mode?

 

Please run System File Checker in normal mode.
 
The sfc /scannow command scans all protected system files and replaces corrupted and incorrect versions with correct Microsoft versions.
 
Click on the Start orb rsz_1rsz_1rsz_start_orb_zpshjewtibd.png and then type cmd in the Search programs and files box.
 
In the pane above the search box Programs will appear with cmd below it, right click on cmd and select Run as administrator.
 
If you are prompted for an administrator password or for a confirmation, enter the password, or click Allow.
 
This will open the Elevated Command Prompt, it will look similar to the image below.

Copy and paste sfc /scannow in the command prompt, then press Enter to start the scan.  
 
If the scan finds no integrity  problems the scan will stop.  Type in exit, then press Enter to stop the scan.
 
When the scan is finished and if intergrity issues are found, please do the following.
 
Click on the Start orb rsz_1rsz_1rsz_start_orb_zpshjewtibd.png then copy and paste the following in the Search programs and files box.
 
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >"%userprofile%\Desktop\sfcdetails.txt"
 
This will place a new icon on the desktop titled sfcdetails.  Double click on this icon to  
the CBS log, copy and paste the log in your topic.
 
If this fails to place the icon on your desktop run the command from the Command Prompt.  Use the instructions I provided at the start of this tutorial.
 
This log may be very large, if you have problems posting it try breaking it into smaller parts.  When you copy these parts you will highlight the section you are going to copy.  If you leave that section highlighted it will give you a quick reference for where you left off. 
 
 
If sfc /scannow cannot repair the corrupt files please download and run the System Update Readiness tool.
