Safe mode doesn't allow access to admin and user profiles after scam.

A couple months ago my friend fell for a Microsoft call scam.  She let them in remotely.  I have been trying to help her get rid of whatever malware or ransomware there is.  When I boot normal it gives an error that the Desktop is unavailable and locked.  When I boot to safe mode it says it could not log into the user accounts profile. I added the admin login but I still can not change anything in user accounts.  I have tried the Kaspersky Rescue Disk 10, Malwarebytes, Super antispyware, and CCleaner, nothing has changed.  I can still recover her personal items in an old data folder the scammers saved, but I would really like to recover the computer.  Any help would be appreciated.
