shrinking pdf safely

Good day.

 

I need to shrink a PDF file so i can send it to a consulate and the largest it allows is 300 kb. I know of online converters , however, i refuse to upload my passport to some computer to convert for me as this is not safe or wise. 

 

Is there a way i can do it myself other that the above or buying Adobe just to convert a file?

Try FileOptimizer.  You can set how much you want to "optimize" the file.

Do they require a pdf only?

Aside from that you can scan it changing the scanner presets to meet your desired max.
Or set the pic size, then snap a pic in good light squarely facing the document using a smart phone.
If it must be a pdf you can insert the pic into a word document then save as changing the file type to pdf in the file type option.
