Windows 10 reset stuck at 21% for 12 hours

I'm planning on selling my PC so I decided to do a reset. I chose to reset Windows and wipe all my data and my computer has been stuck at 21% resetting for over 12 hours now. The loading icon is still rotating but I feel like something is wrong and it's never going to finish. What should I do?
