Windows Me Does Not Restart After Ctrl+alt+del

I have Windows ME system that is an ongoing "interesting" challenge, with which BC helps immensely, but one problem I have not been able to resolve is RESTART. When I hit CTRL+ALT+DEL to reboot/restart, the system goes down, screen turns deep gray, but it does not restart. I have to turn it off/on with the CPU button. I've search forum but not found a solution. Can someone help, please. Thanks, lsbrak
