Multi Monitors

Is there any way to lock a program to a specific monitor in a multi-monitor system without changing which monitor is the primary (#1) or using 3rd party software? I mainly want it so every time I start certain programs, they will open on secondary monitor.

As far as I've found it depends on the program.  Microsoft programs will normally open on the same monitor they were closed on, so if you open Outlook and move it to a monitor and close it, Outlook will open on that monitor the next time.  However, most of my third party programs want to open on the primary monitor.
