Unable to run Windows Defender Scan - Error #0x8007139f

Is there any way to fix this problem?  I thought about going to an old restore point but the last time I did that, I had to re-install programs. And, I'm not even sure that would fix this problem.  Anyone have any idea how to fix this?  Am I posting in the right place for this problem?  I'm not having any problems running any other scanners.  A wee bit of Google searching didn't much answer my question here.

If your PC still has another antivirus installed or if one was installed previously then you should use appropriate removal tool to remove all third party antivirus and anti spy ware programs.

What are you doing when you get this message?
