Screen tearing/horizontal Lines across the monitor while playing games

Whenever I play games I get horizontal lines across the screen and i am not sure why. I tried using different monitor and same happened but when I connected to Tv it was fine. I see people suggesting using
V-sync but it only minimizes the effect of it so I can still see the lines. Could this be graphics card problem because whenever I got the computer this started happening or is the cable. I am using Vga cable with dvi adapter to my graphics card of Gtx 980 Msi. I tried connecting other monitor to hdmi socket and it was fine but it requires different cable to do it. This been annoying me since I got the computer and I am not sure whether its cable or gpu.
the lines happen on every game but not when I watch videos. such as youtube.

 

Since I am using dvi adaptor could it cause the problem. So if I buy the cable of vga to dvi could it be fixed?

 

Would vga to hdmi cable effect the way I play games.

I only have DVI and HDMI on my gpu

You said you were using a DVI to VGA adapter, but you also said your monitor only takes DVI and HDMI... How was this set up? I'm a little confused.

Do you know if it is DVI-DL (Dual Link) or Single Link DVI? If you do not know, do you know what the maximum resolution of your monitor is?
