VSS size always shrinks

Running Windows 10 (10586) and am having an issue w/ VSS storage size.

I have a 250GB SSD as my windows drive and have plenty of free space (121GB).


My problem is I'll allocate something for VSS storage size.  I'll set it to 22% (or anything, 10% whatever).  It seems to stay at that for a short period of time, but then will shrink.  Sometimes to a very small percentage and obliterate my restore points and some times even 0% (though VSS IS enabled on the drive, 0% is set as max usage)


This whole thing makes VSS virtually useless as a reliable recovery method, and am wondering if anyone had ideas what is going on here.  Is a third party program manipulating it? 


Anyone have any ideas on how I can get the Max Usage I select stick?

Really, no one has any ideas?  I don't have any 3rd party software installed that I think would affect VSS besides Samsung Magician.    No stupid system optimizers or anything like that.     Is there no way to diagnose what's changing the system restore storage size?  I'm a little frustrated no one has responded...   possibly because I have a unique issue but I doubt that.


System restore does work  (intermittently), I've used it.... but again the storage size (despite whatever allocation I give 1%-25%) gets shrunk to 0% and all restore points removed. 


Please give me an idea, at least!  Thanks!
