Windows Smart Screen

Keep getting the message 'Windows Smart Screen can't be reached at the moment' when trying to open a downloaded file, is there any way to stop this?

What is your browser ?

I believe thus browser have fake addon, just go to Control Panel ----> Internet options ----> Programs ----> Manage Add-ons -------->  Toolbars and Extensions 

Disable all by Right click ----> disable.
