Having a copy of OS 9 on CD, I have to put it on either a USB DVD drive or Flash drive due to problems with internal DVD.

Is it possible to boot the operating system from either a USB DVD drive or Flash drive?

It's unlikely. I don't think MacOS 9 knows anything about USB flash drives, it's too old. PowerMac G4's were never meant to boot from a USB flash drive. It's possible if you do it with a dvd drive connected externally. You can do it through USB 2.0, but it is complicated. It is easier to boot of a FireWire drive.
