Stutter in Game, Uknown cause, Proves to be a Challenge

Hi, so I am trying for over a year to fix this, in my games there is a stutter that is constant, I played many games, heroes of the storm, smite, league of legends, witcher, and other stuff, all have the same thing.

I tried many different things, I have all the info you need to check on the issue, so its like a constant 30 fps view but my games runs at 60 fps, it also hiccups, for heroes of the storm and lol it does that more aggressively when minions are spawned the first time and then it gets worse. Happens regardless of in or out of game graphics settings or sound settings, dpc latency and drivers are optimized as well.

So below will be some tests, benchmarks and more information about the system.

so thats all the info I could provide so far, I also ran dell diagnostics for through ram test as well as the windows test for memory and passed both of them.
