Need help - Win 8.1 on tablet misbehaving

I posted in the Tablets forum - Win 8.1 on tablet has got serious behavior issues... narrator setting turned itself on (Really - I didn't do it!) and it won't go away... it loops round & round & prevents system shut down & other things. Please check out my other post and if anyone can help me sort this out you will be my hero! Thank you!
