HELP Browsers not working, virus, ipconfig, invalid signature, etc

I have been going insane for the past couple days.
I have done a lot of different procedures and some will work for awhile but then if I run malwarebytes and other programs, the virus goes away but then my browsers will stop working.
I use Mozilla.
I keep getting a crash report and it won't let me restart it. I uninstalled and installed and it still shows a crash report.
The only browser that works is Internet explorer. I couldn't make a download on it. It said the signature was invalid. Then I downloaded Google Chrome thinking the browser was the problem. The on Chrome it said it couldn't load the internet and said I may have an ipconfig issue.
I have Advanced System Care and Malware Bytes that helped me get rid of some Trojans, viruses and other crap that got on my laptop when I made the first download that gave me all these problems.

Restarting in safe mode does not give me consistent results. I ran the virus protection programs but they don't seem to be getting the root of it.
I may have deleted important files.... HELP

Are you able to use your internet when in safemode to download files?
