Is there any reason why after I installed OL 2003 that every time i try to open it , the user lic. agreement pops up and I click ACCEPT. When I close OL 2003 and re-open it, I still get the user lic. agreement window???

Hi tama2112.
Are you logged on as admin?
Take a look at this article and navigate to the appropriate reg key.
The article may have left out a step if you're the only account.
You can select "permissions" from the "Edit" menu once you have the correct office key selected.
Make sure "Full Control" is selected for your particular office version and account.
