how to reinstall Win7 from recovery D in an infected laptop

Laptop is infected and I am thinking of reinstall the whole thing from the recovery D drive. The question is, as the laptop is infected, if I follow the "regular instruction" to reinstall Win7 into C partition from the D partition, what are the steps that I MUST take to ensure

 

(1) D partition is COMPLETELY clean

 

(2) C partition is COMPLETELY wiped clean before recovery D is launched

 

Any advice. Thank you.
