Windows 7 Starter Update New Issue

Had similar problems with Windows Updates not downloading since December 2015. I finally used Windows Update Readiness Tool Kb 947821 before this was resolved.

 

In the last series of Updates Kb 3109094 was listed and failed to download. I downloaded the update from MS and installed it and Win 7 refused to load after the installation. I used System Repair to deal with this and am now able to use the machine and now have  the same update sitting in Windows Update  I have hidden it but would like to hear why MS is offering updates that then stop the machine from being used ?

The Kb3109094 is a recent update and sadly is not uncommon to see Microsoft releasing updates that creates problems in some machines, certain configurations etc...
 
My suggestion is to wait a few days before trying to install again maybe they found some problem on the update and also run a System Check to make sure Windows isn't reporting problems.
  • open the Command Prompt as Administrator (Tutorial)
  • type the following command and press Enter:
    sfc /scannow
    Note: This may take some time to finish.

    if it doesn't say "No integrity violations found" them do this:

    Export the CBS folder
  • Click the Start button Win7Orb.gif then click Computer.
  • Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
  • Find and double click on the Logs folder.
  • Right-click on the CBS folder, and select Copy.
  • Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
  • Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
  • A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.
  • Attach this to your next post please, if the file is too big to attach please upload to this site ge.tt and post the sharing URL

As a general attitude to updates would you ever try to download a specific update from MS if the automatic update had failed ?

Only when there is a problem installing the update not when the problem is created by the update as it seems in your case.
