Have you tried resetting the language? Windows 8.1 - How to change the language settings

Not sure if it is malware or some other corruption. Is the Start Menu available?

Okay...Did you install any new program or add-on for your browser immediately before this happened?

Did you open a spam email or attachment immediately before this happened?

Did you download a free movie, music or pirated software immediately before this happened?

Please answer each of those questions as it will help to determine if it is malware or some other corruption

in your next reply along with whether you were able to change the language...thanks.
