i have a 24 inch flat screen monitor connected directly to my motherboard / vga / blue port,

recently the monitor has been flickering, going on and off, etc etc, randomly,

when this happens i unplug the monitor cable from the computer/motherboard for a few seconds and plug it in again, then it works fine for another random amount of time (anywhere from 15-60 mins or so)

this does not seem like its a monitor issue to me ?

To prove for certain, best to see what the monitor does on another computer. Alternatively borrow another monitor and use it for a while of your system, see if the same problem exists, in which case it would be in the computer.
