Gif Animations Problems

When ever i look at a Gif animation it only shows the first frame on my Web browser and on my computer.

What browser?

On the computer,try viewing it with Windows Picture and Fax Viewer to see it animated.

IE and it is not animated in windows picture and fax veiwer

All my outher probelms on my computer are fixed except this one i cant see gif aninimtions on any browser or windows picture and fax viewer.
