Game Stuttering Please Help! Need Help! Dont Know How To Fix!!!

I'd like to start off this is my first PC Build and I've been having some issues recently with the following games. 

Battle Field 4 
Star Wars Battlefront 2015 
League Of Legends 
Crisis 3 
CSGO 

( These are the only games I have so far, so I can't test others at this time ) 

PC Specifications + Internet Speed: 
Motherboard: AsusZ97-A 
Memory: 8GB 
GPU: Nvidia Geforce Gtx 770 - 2GB 
CPU: i5-4690k at 3.50Ghz 
Internet Speed: 75 down/ 45 up 
Monitor: ASUS VG248QE Black 24" Gaming Monitor, 144Hz 1ms 

 

To get these temperatures and results I am using MSI Afterburner

While Running Battle Field 4: 
Graphic Settings: Auto ( High ) 
FPS: 55-120 
Temperatures: 
Mem: 3506 MHz 
GPU: 75-85% at 80C , 99% , 54%, 1045 MHz 
CPU: 42C 
CPU1: 49C 
CPU2: 47C 
CPU3: 47C 
CPU4: 45C 
Memory: 5700 MB 


While Running Star Wars BattleFront 2015: 
Graphic Settings: Auto ( High ) 
FPS: 55-90 
Temperatures: 
GPU: 75-80% , 75-80C , 99%, 54%, 1045 MHz 
Mem: 3500 MHz 
CPU1: 50C 
CPU2: 45C 
CPU3: 47C 
CPU4: 47C 
CPU: 45-50C 
Ram: 6789 MB 


I have already reinstalled my graphics card drivers and talked to an Nvidia chat support agent and did the following: 

NVIDIA MANAGE 3D SETTINGS: 

a. Power management mode - Prefer maximum performance 
b. Vertical sync- Off 
c. Threaded optimization - off 
d. Triple buffering - off 
Please set to these settings and click on apply. 

a) Open NVIDIA Control Panel Manage 3D settings. 
B) Go to Program Settings tab. 
c) Add the file you launch the game from by clicking on Add button. 
d) In the setting window, change the 'Power Management Mode' to 'Prefer Maximum Performance'. 
e) Run the program and check. 
NOTE: If you are unable to locate the .exe file, you can right click on shortcut and go to properties. select  Open File location 

As of right now I have no idea how to fix this, I've read all about my current specs and I'm supposed to be able to run all of these games with High->Ultra settings without an issue, but my frames are still bouncing all over the place from 45-115. 

The stuttering happens with low settings or high, so I'm not sure what to do, please any help would be great!
